Dear friends and ministry partners:

Last September 26, 2009, Typhoon Ondoy (Ketsana) brought rains and floods that devastated the central part of Luzon island, including Metro Manila.  Raging waters carried houses, people, and their belongings and inundated thousands of communities in river basins and low-lying areas.   Those who survived were stuck on roofs or in crowded evacuation centers, tired and hungry, with nothing but their wet clothes on.

I felt helpless as I could not be personally be with our distressed countrymen as “Ondoy” struck.  I was crying to God with my roommate who, together with me, represented the Philippines in the meetings in the United Nations for Inter-Faith Dialogue for Peace and Development.  I was calling my family to direct them to safety and the PCEC/PHILRADS and iHELP staff who were in great danger then. I really prayed to God that He would protect and bring comfort to our people, claiming His promise in Psalm 46.

I also sought the involvement of our ministry partners to assist the flood victims in their struggle to survive and recover. Though 90% of the PCEC/ PHILRADS and iHELP staff were flood victims themselves, they immediately went out and started providing help for their neighbors, and set the process of disaster response to more communities.  As of October 2, we have served 5,500 families in Metro Manila with food and clothing assistance. Our local churches have also mobilized volunteers to work with us.

I am very thankful to God that our partners have responded to our appeal. My son Ezra was the first to give to me by giving $200 from his allowance. Rev. Franklin Graham of Samaritan’s Purse is sending his team to the Philippines to share God’s blessings with the needy people.  They are bringing in a planeload of various relief goods for distribution. Pureworks, another ministry partner, headed by Mr. Rich Young, (with the help of MAP International) is also sending a container full of medicines for use in community consultations and treatment. I likewise got the commitment of President Gloria Arroyo that all the relief goods that we will bring in to the country will be processed expeditiously customs and duties free.

Many more are responding, but the need is still immense and urgent. Food, clothing, mats and blankets, kitchen utensils and medical care are priority items.  We plan to expand our operations to more Metro Manila areas as well Calabarzon and Central Luzon regions.

In this time of calamity, let Psalm 46:1-3 be our encouragement: “God is our refuge and strength, a very present help in trouble.  Therefore we will not fear though the earth gives way, though the mountains be moved into the heart of the sea, though its waters roar and foam, through the mountains tremble at its swelling.”

I wish to begin by saying that your brothers and sisters here in the United States are praying for you and all the people who have been victims of the recent typhoon and flooding. In this time of need, it is our desire to be able to help in a small way. I do fully realize, we may not be able to help at all as there are certainly many factors. Nevertheless, please consider now how you may be able to help collaborate with the following.

MAP International has contacted me to ask if we are able to develop a priorty list for the needs of the people impacted. If we were able to know what the list is we would then seek out those things to the best of our ability and forward them to you.

In the interim, MAP would like to send an “International Emergency Relief Kit” coming out of Europe. This is approximately one ton of medicine able to care for the needs of 10,000 people for three months. Additionally, MAP would like to send one skid (approx. 150 cubic feet or 4.25 cubic meters).

It is the desire and proposal of Pure Works that the medicine and supplies that are delivered would be effectively distributed to those in need.  Therefore, we are asking if the Republic of Philippines would coolaborate together with you, and with us to receive the goods withing the next ten days, and be responsible to distribute the goods in collaboration with Philippine Council of Evangelical Churches (aka PCEC and or their relief arm agency, Philippine Relief and Development Services, aka PHILRADS), and Foursquare Philippines (aka FP). We understand and believe that the Republic of Philippines might have the best knowledge as to where the medicine should be distributed.

The medicine and other goods would be gifts from Pure Works, MAP International, their donors, and otherwise the people of the United States and are not meant for resale, barter, or any exchanges of any kind. They are meant for the victims of the recent typhoon and flooding.

If all parties mentioned would consider and possibly agree and respond to the following, we would like to proceed immediately with the air-freight delivery of the medicine.

  • Who and what are the contact details of the person and ministry representing the Republic of Philppines and receiving the medicine on behalf of Pure Works and MAP International?

  • What cities or areas can be defined as recipients of the medicine?

  • What hospitals, medical clinics, or emergency response teams can be identified and named as those serving the victims?

  • How will the medicine be distributed? Will the Republic of Philippines distribute the medicine, or will PHILRADS and FP?

  • Is it possible to take any pictures of the receipt, distribution and use of the medicine?

Finally, has the above been communicated to you by me been in the spirit of someone who wished to serve and bless those in need, hopefully enabling us all in a small way to fulfill our role as Good Samaritan’s and ambassadors of the gospel of our Lord Jesus? Is the medicine a need right now? If so, please confirm the same to me and please advise me of anything whatsoever that I should know.

The further details I leave to you all and while I am not sure, I believe that Bishop Tendero is able help facilitate the proper government relations to accomplish the ROP receipt. This may not otherwise be able to be accomplished with time being so great a matter,  and further, the distribution should not  over-burden the church with the extensive logistical task of delivery and its related resource intense demands.

I do fully realize, we may not be able to help at all as there are certainly many factors. But, I am praying an hoping we might find ourselves in God’s hand doing His will and work in the so great a time of need.

I am sorry that I will probably be attempting to wake you up after I finish this email, but in the interest of time and lives, I must notify MAP that you are at least in principal in agreement with us on our collaborative proposed efforts in order for them to immediately proceed. We are also of the understanding that another typhoon is coming.
